Are you connected to the internet when you attempt to download the payload? If the installer doesn't work, then you'll have to use a Powersaves device with a physical copy of OOT3D to set up OOT3Dhax.

What firmware are you on? OOThax installer doesn't work on 11.X. You have to install the 11.1 payload manually to the cartridge with a lower firmware DS, or use a powersave dongle to install the right payload.

The only two ways to setup the payload for OOT3Dhax, I might add.
