Open 7ZipPortable.ini and set CheckRegWrite to "true" and see if that make a difference.

media-convert.com can convert RAR to almost anything else, if that helps.

Try this build. I looked around the internal folders and found a registry file with a read me. The read me stated that this was the registry file where it stored settings so it won't write to Windows. Link

This also works, just tried it out. Although the member may not want to deal with upload and processing time.
