3ds and 3ds xl are the same console exept that the 3ds is bigger and have better sound.

Backuping system NAND doesn't need internet. You only need internet to open Launcher.dat, and if you're gonna get the New 3DS, then you need to check the firmware. It needs to be on 9.0-9.2 and not higher. I recommend getting the New 3DS, but the only problem is that you'll need Cubic Ninja to open Gateway Launcher on the New 3DS. If you're gonna get the new 3ds, check the serial number with this guide to get 9.0 or 9.2 http://gbatemp.net/threads/n3ds-xl-firmware-by-version-number.381479/
