Hacking Old 3DS XL with Firmware 9.9

i have a old 3DS XL with Firmware 9.9.
Which possibility I have to install CFW ?
Tubehax not works for me, because i have not the youtube app ?
Browserhax not works.
What is the easiest way ?

you should downgrade to 9.2 first before you can have CFW and stuff. If browserhax doesnt work, the only method you can do use ninjhax, ofcourse you need cubic ninja cartridge.

Then i can not downgrade.
