It is most likley his connection at fault, he will have problems with other citys too i would bet.

You will need to improve your wireless singal, it may say 3 bars but obviously there is interference, Open any doors between you and the router, move the wii closer to the router if possible and turn off any cordless phones or microwaves inbetween you and the router.
