Did you copy SafeB9SInstaller.bin from the SafeB9SInstaller .zip to the root of your SD card and rename SafeB9SInstaller.bin to safehaxpayload.bin?

Yes, I just delted it and loaded it again and renamed! Going to try the DS now to see.

--------------------- MERGED ---------------------------

I am going to give up. I am not getting anywhere with this guide. I have redid the sd card multiple times and its not working. Thanks for the help anyways!

Test your SD card with H2testw (https://3ds.guide/h2testw-(windows) ) and/or try a new SD card.

Its a brand new 16gb class10 ultra sandisk
Since you're on 9.2, this method might work:
  1. Download SafeB9SInstaller and put SafeB9SInstaller.3dsx in the /3ds/ folder on your SD card.
  2. Make sure you have boot9strap.firm and boot9strap.firm.sha from the boot9strap .zip in the /boot9strap/ folder on your SD card.
  3. Load the Homebrew Launcher through the browser.
  4. Launch SafeB9SInstaller and install B9S.

Great. Now that you have B9S installed, you just need to follow this guide if you haven't already done so: https://3ds.guide/finalizing-setup

Under Section II - Updating the System, it will walk you through how to transfer your emuNAND to your sysNAND where it says the following:
If, before following this guide, you already had an EmuNAND setup and would like to move the contents of your previous EmuNAND to your new SysNAND CFW, now is the time to follow Move EmuNAND before doing this section.
