Hacking ntr boot will not work on 2ds

The card slot could be damaged, or the card faulty. Have you tried the card in another console to confirm the card works?
 
i can't test the card slot because my consle is bricked and i am trying to fix it with ntr boot. i haven't used it that much either so i am pretty sure the card slot is fine

Not necessarily. My o3DS died a year or so ago and I decided to upgrade to a New 3DS. The New 3DS came from factory with bent pins. Luckily I was in the game store when I noticed and hadn't inserted any cartridges into it yet. So they swapped it out.

Grab a flashlight and look down the cartridge slot towards the pins. Any twisted or bent at odd angles? Also look for lint or dirt. Alcohol can help if you have dirty contacts, but be careful what you poke down there. Cotton swabs (Q-Tips) and cloth based objects can and will snag and bend the pins pretty easily.

I just got this same error with a 2DS.

I've used my flash card to install via ntr boot, boot9strap to many consoles. It's just this 2DS that no matter what, won't boot boot.firm, and the console will just turn on as normally expected (it's not bricked as OP's).

Guess it's a button problem? Although the 2DS is brand new and START, SELECT and X seem to be working alright. Anyway, just tested the card on another 2DS after this, and it worked no problem.

If you're absolutely sure you did everything right, you'll have to resort to DSiWare injection.
