It's called packing and unpacking.
A NSP or XCI is like some sort of ZIP archive.
The official tool is hactool :

But people have made other version with that, that will probably make your life easier :

Maybe there are better tools but I'm no expert in this field.
Take a look at some of the other threads here because more people are active with making translations or altering the game files.
