Yes, in a HD world PAL and NTSC don't mean anything. Unlike some PS3 games a EUR (PAL) copy on a US (NTSC) system won't connect solely to other EUR players, XBL does away with this.

Ship to ship communication software for the Navy although without access to the encrypting chips it was mostly useless
