Is it true?
So it can still happen?Nope. Depends on the game. E.G: America has Spanish LA, but if the game doesn't support Spanish it will be in English.

Like Manurocker mentioned, Luma has language emulation which you can use to set the language to anything you want (as long as the game supports it)So it can still happen?
How do i change it?any link for tutorial?Yes. It can still happens. I play USA Yokai Watch in Spanish (on EUR 3DS). You can "change"/"simulate" a language and change it with Luma or HANS, tho.
