They're already dumpable. They're in the ROMFS of games which use them.

Nitnendo Video stored them in their servers then temporary in the extdata, not in the romfs

Well then, we can try JK's Same Manager to dump the extdata.

You can dump moflex, you can decode moflex, but you can't encode moflex (yet).
Meaning you can extract those videos but you can't swap them

You can swap them with other pre-built moflexs, I tried it
But you cannot make new ones from like mp4s or anything
