It seem very rare to find it in store. I look up in Amazon and dang, the price seem little high so I check on Ebay and they have cheaper price in other country. Can they use on USA version of 3DS from other country like Europe?

The readers communicate via IR, so I don't see any reason why an overseas reader wouldn't work. I could be wrong though, I've never actually used one.

amiibo themselves are region free, and the amiibo reader is as well.
So that mean any Amiibo region I can get like from Japan and will work on NFC reader? :3 If it does, then it perfect high chance for me to buy Metroid figure that I need unlock Fusion Mode.

Yeah, mix and match regions if you want, they're not locked to any region.
