Gaming Nintendo Anime Channel Issue

Hello, I would like to report issue I have with Anime Channel.
It gives me error: "The Nintendo Anime Channel is not avalible in your current location. Please try again after returning to the country you entered for your system's Region Settings. How can I bypass that? I live in a small country that is not on Nintendo's supported list and I used UK as a country to make Nintendo Network Account but I don't live there. All I want is the Anime channel to work and if possible to access Russian verison of it since eShop mentioned Russian language as supported.

Any tutorials for that since I have no idea how to do that.
Look at the batch files in the zip I uploaded, for reference. 'key' is the password.
(you'll of course need a USB adapter capable of setting up a hotspot)

You need to run it as admin to activate the hosted network.

Also you may need to enable Routing and Remote Access service (in services.msc). Set it to "Automatic" too.

Connect to the VPN and activate the hosted network and the 3DS should be able to use it.
