Unless you count roms but you're right.

Roms aren't unsigned code though.....

It's considered a hack that allows for piracy it may not let you use homebrew or rom hacks but that doesn't mean its not a hack.

If I copy my buddies music cd and put it in my cd player, I'm not hacking my cd player.
