Nintendo 2d It goes into safe mode but doesn't boot

Good morning, I apologize for my bad English.
I purchased uba nintendo 2ds and it won't start. Turns on (blue light), screens work, but won't boot. Enter safe mode, the shutdown menu appears when you push the power button. I show you in this video what happens.
No tab inside, I can't be sure if it has a CFW, but I tried with the select and start keys and I get no menu. Thank you all.

You could try to follow this guide, but likely if you're not getting any menu either with the SD inserted or not, you would need to purchase an Ace3DS X (pre-flashed with ntrboot, requires microSD to work), to install boot9strap with ntrboot and fixed the issue.
