Of course.

Wireless communication in TWLMenu++ works correctly between DS(i)-3DS and between two 3DS

I've tried them with Pokemon Platinum and Pokemon Black

You also don't need to use that ROM you mentioned, you can find the DSi's own PictoChat ROM online and use that with TWiLight Menu++.

If you want to use Pictochat you can install the DSi version and launch it from the home menu.
It should be a .srl or .nds, which you can convert to an installable .cia (but you may be able to also find an already converted .cia)
