You can use nds_bootstrap if you have a 3DS.

In theory, yes, Newer U development will start sooner or later. But first I think @skawo needs a rest after working three years an a half on Newer DS. At least, there are far more than three people in the Newer U team

it didn't work,and when you play games with twloader it seems like you are playing sonic 06 for the goddamn loading times

Like skawo said, that isn't the case since months. Loading times now sometimes beat cart speed.

It didn't load cause the mkds rom was corrupted,so now it loads and the loading times for newer ds are good

They are both being made. Newer DS was just the one they finished first.

Newer Super Mario Bros. DS has been started in 2014, while Newer Super Mario Bros. U has only been announced in 2016 and not been really worked on.
