Hi I accidentally spilled water on my New 3DS, and it turned off. I quickly removed the battery and let it dry properly.
But now when I try turn it on, it doesn't want to boot.
When SD card isnt inserted: either when holding start or not, it stuck on black screen forever with the blue light on
When SD card is inserted: when holding select it crashes after 2seconds, when not it is also stuck on black screen infinitely..

You should disassemble the system and look for any water damage. If you see any, keep it open and let it dry.
The good news is that your is not completely damaged, otherwise it wouldn't turn on at all..

Open it and lay it at a warm place where it can dry. Unplug everything (Plugs, Cable ) thats possible. It should take his time to dry, dont power it again within a short time. Maybe 24 hours then you can try again.

The cover was already disassembled so the motherboard was visible so it dries better.
I left it try more overnight and I tried to turn it on now and the luma menu appeared for second then it turned off

I left it dry few more days, and it turns on, but after few seconds the top screen started doing this https://i.imgur.com/CekdHrV.mp4
Looks like the top screen's ribbon cable or its contacts were corroded/damaged as a result of the liquid spillage, i would disassemble it and inspect the ribbon cable, and clean the contacts with IPA if they look dirty or have any residue that might interfere with their function. But don't if you have no experience in this sort of stuff.

Well I replaced the screen on New 3DS XL, but this is lot smaller (It's pain to even connect the SD card here)

The ribbon cable kn the back of the board was corroded, and I cleaned it with ipa, but the top screen doesn't work now... It only glows.

But that corroded cable is the screen image cable right? Or is it the black one on the other side?

There are still corroded pins to see. It must be removed till maximal only a light shadow stays at the end. U can try rust remover/ contactsoray with cotton stabs, but it can be agressiv against the plasticparts like the ribbon, too. So use it with causen and clean it with Isopropanol alcohol.
But i see rust on the plug, too. This must be cleaned, too.

It could be the ribbon the top screen. Anyway it must be cleaned up like all other parts, too. I dont find/have a clear description what is what at the mment.
Just for help:

From the pics liquid damage is all over the are where the ribbon cable is supposed to connect, contacts that're on the mobo.
Clean gently with IPA those areas, contacts etc. Btw you're sure that's the upper-screen's ribbon cable, right?

After cleaning with Ipa and vinegar, the cable and connector looks like this
And the screen still doesn't work at all :/ (only backlight glows)

The contacts on the ribbon cable don't look half bad actually, but unfortunately the pins on the mobo look quite damaged. They need to be removed and soldered again, or that piece needs to be replaced and soldered.

It fully runs, bottom screen is working, and top screen doesn't show any image (but the backlight works)

OK. There are a lot of tutorials if u dont havent already seen on ifixit.com. Also replacement manuel for upper screen. Maybe u check it if u missed something.
The badest thing could be there is a chip damaged on the board. So the last thing u can finally do is replacing the upper screen. U mentioned you already did with a smaller one!?!? Alsong i dont know if they compatible i would recommend try a matching one.
