Ok, your drive should be able to read DVD-Rs. So it's down to the following possibilities(as i as i see it):
- No cIOS/incompatible cIOS installed
- bad burn
- You have a modchip and your game disc is a multi game disc

1. Quite possible, if you could tell me NOT LINK ME a cIOS that works with neogamma that supports GC mode Downloading cIOS38rev19, gonna install cios37 with it. What base should I use, or is this those cIOS downloaders that already install?
2. Doubt it
3. No hardmod/modchip here, gamedisc is single, SSBM only.

And after a install of cIOS37 rev 19, I went to Neogamma, the bottom bar saying
cios 37 slot 249, I loaded up my backup of Melee, and whaddya know? THE SAME ERROR.

DVD error xxxx Disc ID means that NeoGamma can't read the disc at all. Hmm, are you sure you have DVD-Rs and not DVD+Rs? Which program did you use the burn the disc? I recommend using imgburn, it's free, simple and just works.

100 pecent sure its DVD-R's. It even says on the package, and on the disk.

imgburn at 4x speed.

Could I have a corrupt ISO after downloading Melee off of the pirate bay? It came in a rar, that came in a .gcn which, I had to rename to iso.

no, You ran it on dolphin, that means its not corrupt. Did you buy this wii secondhand? (someone might have like stripped the disc read drive, replaced with new one)

Friend of mine gave it late October/Early november 2009. He bought it at Gamestop, so I dought it.

Wiipower, would you reccomend a certain cMIOS version, certain cIOS rev? And I read you need a trucha signed IOS to read disks, are cIOS already trucha signed?

Tried reinstalling Wiigators cMIOS rev 4, still didnt work, same error.
If its the Disc ID's fault, then how do I change the disc id?

It's not the disc id's fault, reading the disc id is just the 1st thing that's done, so if the disc can't be read at all, you get an error there.

In my opinion, your wii simply doesnt like the maxwell dvds, some wiis are very picky with what dvds it uses, for exemple mine hates any TDK brand dvd, i manage to make some games (rare) work on them, and they always freeze, or give me 1000 problems, but ridisk - R or verbatim - r works perfect on my wii, Also if i aint wrong some wiis cant read dvds burned above 3x, wich may be the case of yours since your dvds can only be burned at a min of 4x, mine i always burn them at 2x with imageburn

If you burn a disc at 3x, it will end up as bad burn. Burning 4x is the slowest i'd recommend, 8x,12x or 16x should work better. The discs are made to be burnt fast, if you burn them slow, that's bad.

Well i really dont know about that, i have around around 100 wii dvds, all burned at 2x on verbatin / ridisc disks, all of the disks work perfect, so, it cant be to bad to burn at slow speeds

thanks, it worked when I tried vetribram or whatever they're called.

Playing Melee right now, works great
