Trying to make a FEAR Rattata huh? The only way to get a lvl 1 is via egg hatching, the lowest you'll find in the wild is lvl 2.

thanks , iam new at this so if i put 2 rattata's together in the day care is there a chance i would get a rattata with endeavor ?

Only if one of the Pokemon in that pair has that move.
