Adventure games with a good story are quite good.

Games like the Phoenix Wright series and Hotel Dusk come to mind. Trauma Center is also another good one. I'd also stick in any Kirby game for the DS and of course Harvest Moon and Rune Factory.

Princess Debut, Imagine Figure Skater, Imagine Ballet Star (The rest of the Imagine series can be safely ignored as shovelware... those two are legitimately very well made games though, and should appeal a lot to her age group)

Just put on games that are at least decent and arn't traditional gender stereotyping i.e. cooking mama or the retarded imagine games for girls. Seriously it's ridiculous and an insult to them.

She's 12 so should be at a decent place brain wise. So Edhel's recommendations are good if she's into a good story or terminator99'd post there's some good stuff there. Other games I'd recommend are:

Professor Layton ( ok maybe a bit advanced)
puyu pop fever
space invaders extreme
tetris
trackmania
red riding hood's zombie bbq
advance wars (get her hooked onto these games early)

And possibly a RPG or two if you think she can get into them. It's not a gender thing m ore of an age thing. When I was 12, I wasn't into RPGs at all with the exception of pokemon and now I'm 18; I'd say it's my favourite genre now.

Actually just let her decide what games should go on the card. That way she can decide what she's into or not. If your worried about her having too many games then tell her she can only have a choice of 10 games and let her decide those 10 games. SO this should mean she'll have a variety and actually enjoy the games rather then the pirate fever the majority of this forum have suffered from.

my wife likes puzzle games, the only type of games she plays really. Zookeeper is old but a fun time killer, if she likes aimals you might look into any one of the thousands of nintendog clones or if she likes disney the disney friends(?) game was kinda interesting for about 2 days for me... that was all the time needed to unlock everything (Perhaps I should bury my head for admiting to play it but I like LGM's and Dory)
She might like some of the music rhythm games too, but the name elude me at the moment, the new one with the golden colored box and a chicken(?) on the cover had mixed levels of difficulty and rather fun (In my case it was more difficult as my ds phats screen doesn't respond properly.)

Hope I have given you some additional ideas. Something to never buy or put on anyform of data storage device are EA licenced games. Other than the first 2 harry potter games that where original and didn't completely follow the movies everything has sucked... well the rpg was a little interesting but still mostly sucked. I haven't been able to enjoy any of the crap the have released for LOTR and even their sports titles have started to sag in my opinion. If you care for your sister don't introduce her to the Half blood prince ds game, unless she asks for it by name.
