I need help with using nds files, I've already got the general homebrew apps such as anemone, homebrew, universal downloader, fbi, and checkpoint what other cfw if any do I need to actually use nds files?

I plan to use the nds files to download things from the universal db and when I download them I don't know what to do with them
The easiest way to run NDS files on a 3DS is to use TWiLight Menu++. Once installed, you simply load TWiLight Menu++ from the 3DS HOME Menu, browse to the folder it's in, and select it. By default Universal-Updater will install NDS programs to the root of your SD, however this can be changed if you want in settings.
