Hacking Need Help on process to install a9lh

Hello, this is the first time i'm trying to downgrade.
I follow every step in plailect guide from part 1 to part 2.
at Part 2 step #15
on the screen said wait for 10s to reboot.
after i wait 2 minutes nothing change. according to guide #16 if > 10s it's safe to power off
so I power off push power until off.
then i power on again. after more than 1 minutes still blank.
I follow troubleshooting guide
Black screen on SysNAND boot after downgrading

1. Try booting with your SD card out, and then reinserting it after booting.
   1. Power off your 3DS by holding down the power button.
   2. Take out the SD card.
   3. Power on the 3DS.
   4. When the home menu appears, reinsert your SD card.

after following #1 step. my n3ds back again. now i'm confuse.
#2 said If you have a hardmod and a NAND backup, flash the backup back to SysNAND. <<< i should flash again?

check your firmware, if your on 9.2 now from the system setrings. Should be no need to hardmod and reflash right now.

So i'm facing a problem here.

Alredy in 2.1

I'm trying to run arm11.bin.

But my Browser crash when try to open a page. Doesnt matter if it's arm11.bin or its google or nintendo. It's just crash.

I alredy tried to reset data etc

With or without SD inserted, no matter what page. It's just cant open any website.

I dont know what to do!!

Yes, i have. But problema it's the browser it's doesnt load any website. Even if a try to open google.

So everything its ok and placed SD card, i alredy tried another one.

I'll try!!! But i dont understand why i'm so unlucky!!! I did it to my new 3ds and a friends new 3ds everything was fine
and now why this happens....

Stuff like that happens, don't worry. I had the same thing where I soft bricked on the 9.2 downgrade on my New 3DS and lost all my StreetPass data and other suff, but did the exact same thing with another New 3DS and it went smooth. At the end of the day it's just a small sacrifice. ¯\_ツ_/¯

part 3. right now I'm at step #10. it's been 7 minutes on process "Complete Rednand setup" top screen still showing 20%
how long to complete this step ?
is there something wrong ?

Singapore actually uses US region consoles, but the TV standard is PAL. It's kind of strange. A few years back when I visited I also saw a lot of NTSC-J 360 games.
