Have you checked the list at https://3ds.hacks.guide/ntrboot to see if your DSTT has a compatable flash chip to use ntrboot properly
According to that, not all DSTT carts are supported. Yours might just be one of the unsupported ones.

According to the comments on that page, using an older version of the flasher might also work, even if the chip isn't listed as compatible.
