Hi, I'm planning on soft-modding my PAL wii version 3.1 and I just need someone to confirm that I'm doing this right. Here is what I plan to do:

1. Install latest homebrew channel using Twilight hack.
2. Use any_region_changer to update to system menu 3.2 (since I want to install starfall).
3. Install starfall
4. Install wad manager, cIOS and backup loader

Does this look ok? Would there be a better way of doing this?
It looks like there is no other way of updating to 3.2 since no pal game seems to carry the update

Technically you don't install the Wad Manager and the backup loader, you only need to place them on your sd card and run them form the HBC. The cIOS is really installed to your Wii and this is more maybe important than the loader you use. Install cIOS36 rev7 from WiiGator or Waninkoko, these are the latest ones and work great. The question WiiGator or Waninkoko is a question of taste here.

Cool, thanks for the info. Do these system manu updaters and cIOS installers use a wifi connection or are the files stored locally?

They use wifi. There are wads which dont need wifi, but they are official nitnedo property, therefore illegel to share.

You can download the needed files for WiiGator's cIOS with your pc directly from nintendo's servers, if there is any legal download source than it's nintedo itself. Jsut look at the readme from the installer.

If you have wifi then use wifi. Simple.
