Wow... I've never heard of this before. So will this let me install CIAs of Mario Kart DS and all my other DS games?

No. Only NDS homebrew will boot and it's picky on what will actually work. The provided DLDI patch doesn't seem to work so that limits what works pretty drastically. Plus, the touchscreen doesn't work, but I do have NDS homebrew booting just fine.

No. You run homebrew in .nds format in the launcher. Homebrew with the NitroFS system won't work, though.
