Installing things into sysnand always pose some risk. Never heard about this app, just that there is a version of FBI that allows you to install legit CIA into SYSNAND from from 9.x to 10.3. This app maybe an alternative.

I know. I use that FBI on a 2DS of mine. But, I only installed one game that I made into a CIA file.

the term legit does not mean safe but if it truly was a legit cia file then yes it would be safe . . . the thing that makes them legit is "What is a legit cia?" (and other noob CIA questions ANSWERED ... (the fact they are rips of preinstalled titles)
meaning if you install them to sysnand then accidentally update your system they will not only remain on the console but they will still work even without cfw anymore

Maby you should read other topics as well and the posts in there sometimes. It hasn't been official announced it's just a post with a download to test in the legit cia topic.
