Hacking N3ds 10.5 downgrade

So i downgraded to 9.2 with no problems. Now, i cant install dev menu or anything but can get on cfw. My question is do i have to inject the app over health thing or is there something else i should try? Trying most recent rxtools if it makes a difference. Also tried pasta and rei with same result. Did dps thing and all that good stuff

Run browser hax on cfw to access hbl and use fbi to install fbi or another Cia installer

You can try to check if your downgrade is complete using the downgrade check homebrew. If that show's you're okay, get Decrypt9 and dump H&S, then use Universal Injector Generator to use your extracted H&S app, write FBI to it, and inject the new file.
