My backup is only 16mb is it safe to restore it?

Nope, doesnt look right to me!

i havent installed any NSP/ DLC on my nand and its 3gb with nothing on it.

something is wrong with your unit or sd card if your nand backup is only 16mb.

There isn't a proven method to clean NAND, only one considered clean is prior to CFW using Hekate.

Well forget about the 16mb you can't use, if you restore it you gonna get an unbootable state, you should figure out why you are getting only 16mb, instead of the full rawnand.

After deleting the 16mb backup ~30 gb of space was freed up, so it may just be a windows thing I do still have it on my pc maybe there is a way to fix it?

Usually no, unless you have a copy of the original nand, that is ~30 gb on your SD card or somewhere else. If not your original rawnand is a corrupted copy.
