Homebrew Music issue for custom themes

Ok I am new to this theme making on the 3DS... I managed to get a theme working but the music sounds like its corrupting or something. Its sounds like screeching audio.

I have followed the tutorials took a WAV, made it mono @ 11025Hz.

It works with my MP3 player on the PC. It works with the Usagi Theme maker after converting it to bgm.bcstm.
but when uploading it in the zip and loading it with Anemone it corrupts.
I dont understand. If you need more info please let me know.

I've attached the files. Hope someone can check to see what I am doing wrong.

Im having a REALLY hard time believing no one can help me with this.....

If you're still having trouble feel free to upload the original high quality stereo wav and I'll convert it to a theme-ready bgm.bcstm file which'll be 3,371,008 bytes in size.

Thank you guys for the help. All I needed was to be pointed in the right direction, as I like to try and figure things out on my own...
So the guide that I was using here was wrong as it said the wave could be downgraded to 11 kHz. They should change that.
Thing is I tried doing a search for music but couldn't find what I was looking for. Maybe was inputting the wrong combo of words....

At any rate thanks again. This will help.
