Well lately I've been noticing my mouse acting quite strange, about 2 out of every 15 clicks the mouse will click twice, causing for some quite annoying things to happen. Does anyone know what's wrong and how to fix it?

either a; it's dirty, open it up and clean it
or
b; the button is worn out, get a new mouse.

if you're a cheap bastard like me you can bust open another busted mouse and rip out the button to solder onto your favorite mouse.
this works particularly well if at the time you have another soldering iron and another mouse in arms reach at the time. (yeah i'm pretty lazy)

also the spring might be worn out.
seriously get a new mouse.

If it's wireless then perhaps the battery is running low.
Otherwise it's just worn out and you;ll need a replacement.

Or there may be some foreign material caught inside the mouse, so if you can, try opening it up and cleaning it a bit.

If you have XP, go into Control Panel & Printers Hardware etc and then Mouse. Make sure your double-click speed isn't too high. Just an idea.
