Emulation Moonlight streaming using ICE with CEMU/PCSX2/DOLPHIN

Wasn't sure where to post this, so i figured let's do it in the area where CEMU is released..

This is for PCSX2.
Followed the guide exactly but after I run ice, and then close it and run steam and i try to play a game i get an error that it cannot start/find the game. "Windows cannot find 1% --nogui ""%r"" Make sure u typed correctly..

If i remove these settings from emulators :
command=%1 --nogui ""%r"" it will run PCSX2.
But moonlight won't work like this with ice and pcsx2/steam.

So whats going on here? is the guide forgetting to mention anything?

And any special command line i need for moonlight with dolphin?
That is my code.

location=C:\Emulators\Dolphin\Dolphin.exe
command=%l --batch --exec=%r


Also what is the correct code for running CEMU emulator via this?

Do not know if this will matter but %1 is not equal to %l
