Tutorial Modding Games

I was wondering how to patch and mod 3ds games. I can't find any tutorials on the internet, nor on YouTube. I found it for a specific pokemon but I don't know if it's the right one because it's pretty simple. If anyone can help me, thank you.

Apply a mod. I have the game downloaded and the mod downloaded but I don't know where to apply it.
Tell us which game,
Perhaps there is some utility out there, but generally speaking mods tinker with certain files in certain folders, and every game has a different structure, file naming and such, so logic says.. we need to know the game to look up how to mod that game.

Keep that in mind for future posts, it's better to give irrelevant information than giving little to no information when asking for help. I think that applies in life in general not just GBAtemp lol

At the end of the feature explanation he puts it to do with Luma. Last time I put the files in the title folder it didn't work.

I wanted a tutorial in general if you can. In which folder put the files or which program to download.
