Hardware Missing USB C pads, won't turn on

The one in blue in your image is the wrong pad test on the one next to it

The alert pin which you've just tested should be high not low like the reading your getting, This interrupt line is used to signal to the host that it wants to talk, the problem with this is that it could be the M92T36 that is holding it low or it could be an other device on the bus and the problem is we don't really know what else is on that line.

You could change the M92T36 to rule that out, but it could also be alot of other things causing the issue.

@ OP You say that the board has been cleaned , but on your picture with the blue marked cap , we can see a lot of crap on that board. Not sure if the picture was taken elsewhere or this is the board you are working on, but if its the board you should clean it better.
