I've found bunch of old videos that explain how to set up target manager and netcheat to scan memory of ps3 games.
But judging by netcheat repo and it's dependencies (versions of target manager and ccAPI) it's not supported on some of the latest firmware.
My question is what people are using for 4.91?
What are the modern tools for memory scanning and debugging games on ps3?

I'm on 4.91 retail ps3 slim with CFW converted to DEX and suddenly become interested in REeing ps3 games.

I think I've figured most of it out after getting some sleep.
Whole toolset is in PS3 SDK and you need ProDG's Target Manager and Debugger programs.
Through Target manager you connect to your's PS3 and via debugger you attach to a process and can dump memory and place breakpoints
