Hacking Mario Party - Acekard

I have a very frustrating problem. I'm trying to multiplayer Mario Party on two acekards and so far they just sit on the individual screens looking for other players and nothing else happens.

What I have done:
- One was on 1.8.5 with the latest loaders and the other was 1.8.1 so I upgraded both to 1.8.5 but no dice.
- I tried fresh copies of 1694 and then 4789 but no dice.
- I then tried to disable bypass AAP and enable download play on both the ROMs above and it still won't work.

On a side note I do not remember ever trying it in the past and Mario Kart multiplayer seems to work fine no matter what settings I use.

So I am at a loss as to why multiplayer won't work

Mario party is to be played over DOWNLOAD PLAY, meaning that one Acekard has to host, and the other ds doesnt need a flashcard whatsoever.. Just jank the card out of that ds, and use download play.
