ROM Hack Mario Kart Graphics Update

Is it possible rip sprites from the game (like 2d backgrounds) photoshop over them, re insert the edited sprites and play with new graphics?

If so can someone rip me the mario kart banners along the walls or other 2d things in the background and ill try make them look better. then someone put them in?
