I was trying to play Mario Kart 7 in local network, but always get this message:

"a communication error has occurred"

I'm trying to play with .cia file under rxTools.

That is because the download play cfa is missing in the cia.

If you have a .3ds or .3dz rom file and the xorpads, simply use a later version of CIA creation tools, like 3DS Simple CIA Converter. All the older cia tools did not support download play, and I had this happened to me, and used the tool that I linked and download play worked as well as local multiplayer.
