I think it's supposed to be a patch applied to the SM64 ROM.

I thought this sounded familiar. I didn't know there's a new one but this looks really good and I'd be keen to play this on 3DS as well. It looks perfectly suited to the system.

I googled but found nothing.

You can try to port it yourself using ROM Manager 2 and sm64ex-alo. This seems to be the combination others use to port other hacks.
