Assuming by exe you mean something you double click on and have it load up for you. There are some emulator frontends that will bundle things but they are fewer in number these days (and not particularly popular back when), or autoload a ROM from command line (make a batch file if you want with any other options you want), or depending upon the extension (which you could make up yourself for these purposes if some inconsiderate nerds 20 years ago decided .bin was suitable) then associate with that emulator in your OS.
