Uh help? I’m on 11.6U I can’t even download any games without them getting stuck at 99% and an error message saying to try again or contact Nintendo.

That's normal since GitHub stopped supporting the older SSL version the 3DS uses.
There's a fixed version here: https://github.com/KunoichiZ/lumaupdate/releases

What are you using to download games? FreeShop? That should still be working fine, but you'll probably want to update to the community fork if you aren't on that already. The old version is now partially broken due to the same reason. https://notabug.org/evi/freeShop/releases

Edit: Also, use the edit button the next time, it's there for a reason.
