Could be but it's strange. A wrong payload should give bigger priblems then simply non making start some games.

A SD problem could be the root cause. If you deleted some files from the sd it's possible that now you are using a good part of the sd space, but filling ot again you could have problems again.

Better to backup your important files
I bought my new 3DS yesterday, the 32GB SD was empty. The problem has only been resolved after manually updating Luma.

what the other guy is trying to say is if you have a faulty sd card, it may appear to be working perfectly normal, but problem could be that is known especially with cheap clones is that once you reach a certain amount of used data on the sd card, it then fucks up and starts corrupting the data your trying to store on the sd card.

i have seen plenty of people complain about corrupt roms claiming if they have xxx game it works, but when they try put xxx, yyy, zzz they assume yyy and zzz roms are faulty or its a fault with the console/gateway/cfw.

most cases the rom wont be at fault if its from a trusted source, gateway/cfw is never at fault or else xxx rom wouldnt work either.

99.99% of the time the fault lies with the sd card and files cant write to it properly mainly due to the sd card been faulty, so the console thinks the file is there but its not able to read it properly.

As you mentioned issues with roms and downloading cia files and the update - all result in errors.

As others have said, i can bet if you changed your sd card to a new one (not a cheap large capacity because these are highly likely to be clones) your issues will be resolved.
