Would these rules still apply if I have the developer keys?

The serial number is different on the unit and on the backplate is says SPR--001(-06) instead of the retail spr-001
I get that, it's just the design is unusually standard for a special edition 3DS.

By the way, the English version of the Louvre 3DS cartridge has always been exclusive to the museum while the French is (or was) available on Amazon France. Making it kind of a rarity for a silly reason.

There's a few copies selling for around £200 on eBay.
But those are just the French versions.

Huh, those used to be almost worthless.

Don't know why you'd want to pay £200, as it can be found easily on the internet anyways.

I don't, not anymore, anyway.

I stopped collecting games and consoles in general and am almost done selling all that I want to get rid of while keeping a small amount (PS2, PS3, 360, 3DS, DSL, Wii, Vita).

I honestly would not recommend gaming on a dev unit, they're unnecessarily expensive and there's a few issues that can crop up due to the dev firmware

But if you really want to know, here's a tl;dr version
  1. Check what version it's on from dev menu. In my experience, they should be always on 0.23.5, which is perfect
  2. Copy devkit b9s to /boot9strap on your SD card, Luma3DS's boot.firm and boot.3dsx to the root, and the safe b9s installer stuff also to the root of the SD card.
  3. Go to one of the browserhax pages like https://dukesrg.github.io/?SafeB9SInstaller.dat
  4. Follow the prompts and configure Luma3DS the same as you would a retail 3DS

PLEASE how could one play retail games on this dev unit?
Dev units aren't ideal for running retail games in mind; rather, for developing and testing games using the official development tools. You are much better off buying a normal 3DS or 2DS console from eBay or any second-hand video game store, whichever is right for you.
