how much is the street price for NA or EU for chip installation? how much is shipping too ?

shipping depends on which company you choose, that's up to you. I paid 50 euro for installation which in my opinion was cheap considering it's done by a professional. I didn't want to risk bricking my switch ;)

What about France, been looking around for 2 days and can't seem to find a reliable solution.
Any repair shop that does laptop or cellphone should be able to complete the job. I suggest you disassemble it and bring the bare board to a shop and ask. Its a 5 min job include continuity check...

As I said, if you remove everything and bring just the PCB to a shop, the soldering part shouldn't take more than 5 min. It a very basic smd job that doesn't involve hot air gun or bga station. Personally, I did mine in less than 3 min. People who are having issue are usually because they don't have the proper equipment, not it require any advance skill.
