ROM Hack Local 3DS Decryption?

Can't be done. Keys alone aren't all that's needed for decryption, we also need the decryption algorithm, which is written to a secure area in the 3DSs CPU. Keys are just numbers, we can't do anything with them without knowing what operations are applied. Only way to get the algorithm would be either a hardware flaw, or a chip decapping.

Why hasn't anyone started that decapping fundraiser back up? And why haven't they gone after the guy who ran off with the money?

I guess because nobody really knew him personally, or where he went.

Because the last guy ran off with the money.

Why should anyone believe it'll be different a second time round?
