Look around and see if anyone else has done work on the game before. If no one's done anything then you're going to have to work it out yourself. It's hardly impossible that it's a custom format used by no other games.
Usually https://aluigi.altervista.org/quickbms.htm is a good starting point, but there seems to be nothing about the game there.
