Lightweight Windows Phone 8 emulator for PC?

IIRC there are differences between the mobile and console versions of the game, although I don’t know about e.g. WP8 vs Android.

The only real differences between the phone versions and the console/pc versions is the graphics are a lot worse on the phone versions, some ring placements are different and one stage on phones is a mine cart touch screen affair that wasn't very good. And the PC stage you had to carry a torch if memory serves me correctly.

Graphically it's more like Sonic Rush and feels fast. It's like a very early Android port.
