It requires some knowledge and study, Here's always a good place to start learning:

There's complication here. You need to have a knowledge or command lines, different actions, hex coding, and tons more. You can't expect to just open it up, see some text files, and change the stuff. No, it is very complicated. Well, some may be like that, but really, there are a lot of complications to do this. Programming knowledge may also be useful (but not necessary). Maybe a graphics editor. Of course, the most important is a Hex Editor, which you can find a lot by using just Google.

No command line is really necessary
Hex editing, maybe, but not hex coding
for a basic translation, you really don't need to go as far as ASM unless you really need to edit something that's hardcoded into the game, preventing it from being easily edited.
Well, you can't expect text files all the time, but they sure do come out. (Jet impulse)
Programming knowledge helps you get repetitive tasks done easily unless you want to edit and recalculate everything by hand.
Crystaltile2 works as a hexeditor and a graphics editor while it supports native DS files
