Just because it's on *there doesn't mean it's really free.
Epic (the game's developer/producer) still owns rights to the title having published a game for the GBA in 2002 and including it in a devkit in 2010.
If I remember, the copyright is still in place for the jazz jackrabbit series, including the special holiday editions that floated around for a while before the dev team behind it closed shop. They no longer receive any money from it's sales, although they still hold the copyright so linking to it is forbidden. It's not freeware, it's shareware... Although some sites link the full version instead of the trial version in an erroneous belief that it's abandonware.
Either way, they were still a great, if under appreciated series.

Are you sure about that? Wasn't JJ made by Epic Games? Or were you just talking about the 'team', and not the company that developed it?
And didn't CliffyB say he wanted to make a sequel at one point?
