Gaming Japanese TV app overseas

Is there any way to get the newly released Japanese TV app to work overseas? I keep getting an error as I'm in the US, and I'd like to use the service, considering I'm pretty sure (correct me if I'm wrong) I won't be able to access Netflix on my Japanese console.

You need to connect to Wi-fi in Japan or connect to a Japanese VPN, as it is only supposed to be viewable to users in Japan.

No you just need a Japenese 3DS.

It doesn't work overseas. It is based on your actual location region wise, not just your 3DS in this case.

You can try a Japanese VPN, but that's about it. Oh, and in case you're wondering, said Japanese VPN would have to be run through your router some way so that your 3DS could actually connect.

Hmm, alright. I have no idea how a VPN works. Any tips or is it easy enough to figure out on my own with a bit of internet research?
